What do people think of the following list? I like the low numbers cause it means I have to potentially paint less. Lords/Heroes General of the Empire with sword of power, full plate, shield, laurels of victory on a Griffon Warrior Priest with heavy armour, shield, hammer of might on a barded warhorse Wizard with rod of power
Core 20 flagellants 5 knights (full command) 5 knights (full command)
Special 5 Inner Circle Knights (full command) with banner of valour 20 Greatswords (full command) Cannon
Rare Steam Tank Steam Tank
It comes in at 65 models.

2 steam tanks would make a lot of pepole frown on a competitive level i think.
Even in the basic fluff the Empire supposedly only has about 8 of these.
This actually looks very similar to a High Elves list. Some cavalry, elite infantry and big chew toy (dragon/griffon). I think the high elves do just about everything better than Empire could with a list like this.
Is the lone warrior priest going to be effective, or is he babysitting the flaggelants?
What level is the Wizard?
Would it be better dropping 1 Steam Tank to add some flexibility to the list. Mounted Pistoliers or more Greatswords?
